How RED is Measured

Over or under-representation of minorities at various contact points in the juvenile justice system are measured using a relative rate index (RRI). RRI is the rate of activity involving minority youth divided by the rate of activity involving majority youth.

How To Calculate A Relative Rate Index for Referrals

RRI is calculated for each of 8 contact points in the juvenile court system for each county in Missouri for youth ages 10-16 using U.S. Census data and the Office of State Courts Administrator delinquency data in the Judicial Information System (JIS). Status offenses and law violations are included, and child abuse and neglect cases are excluded.
