Congress first mandated that states address DMC in 1988. At that time, a standing committee was formed by the Missouri Juvenile Justice Advisory Group.
In 2000, MJJA hired a full time person to collect statistics from every county to assess the state of DMC in Missouri, and a report on disproportionality was published.
In 2002, Congress changed the definition of DMC from “confinement” to “contact”.
In 2006, Missouri University was contracted to analyze multiple state data and facilitate community focus groups around the state.
In 2009, grants were awarded to MJJA for a full time DMC Coordinator and Office of State Courts Administrator for a full time Data Analyst.
Disproportionality has been decreasing in Missouri since 2009, and work continues around the state to determine the policies and practices that provide the best outcomes for all youth.
